Eber Phelps, District 111
Biography
Rep. Eber Phelps has served in the Kansas House of Representatives since 1997. He represents the 111th House District, which includes all of Ellis County.
Eber and his wife, Joni, reside in Hays, which is also where Eber grew up. He works in sales and marketing for Glassman Corporation and is extremely active in the local community. Eber is a former mayor of Hays and also served on the Hays City Commission. Additionally, he served as an Ambassador for the United States Army Reserve Corps for six years. Eber graduated from St. Joseph's Military Academy and then received an undergraduate degree from Fort Hays State University. He is involved in the Fort Hays State Alumni Association, the Ellis County Historical Society, and the Knights of Columbus. In 2000, the Hays community awarded Eber with the Citizen of the Year Award, followed by the All American Citizen Award in 2001.
Within the Kansas Legislature, Eber currently serves as the House Minority Whip. He has been a long-time advocate for education in the Statehouse, including K-12 public education, higher education, and vocational technical education. Eber is a member of the House Committees on Education, Taxation, and Transportation, as well as the Legislative Budget Committee and the Legislative Educational Planning Committee.
